Councilmember Elen Asatryan Commits Numerous Campaign Violations on Instagram

Glendale City Council member, Elen Asatryan, routinely commits local ordinance violations. Typically, she’s given a ‘free pass’ by our City Manager, Roubik Golanian, and City Attorney, Michael Garcia. Each received pay raises in 2025 (though Elen didn’t support Garcia’s after his handling of her alleged ‘pay-to-play’ scheme regarding the Civic Auditorium). One example is her continued usage of her former “Mayor” title and city name in her private promotions.

Elen is Glendale’s “selfies and soundbites council member.” When she isn’t using Instagram to whip up emotional responses from her cliquish following, she’s using it for self-worship. Last week, Asatryan’s attention seeking returned more than it intended when government officials noticed her latest fit of self-aggrandizing was composed of a dozen blatant campaign violations.

An internal email sent by a city official challenged our City Manager, Roubik Golanian, City Attorney, Michael Garcia, and others:

“Elen knows the law. She can not use images of city logo,  employees or uniforms on campaign literature. I want this removed and I want her admonished if we are not too intimidated by her.”

Asatryan knowingly (and “inclusively”) committed her violations in two languages, providing her illegal ads for the Armenian-speaking community too.

As of the time of this post, the violations on Asatryan’s IG page remain. Will the City Manager or City Attorney take any action? If so, it will be minimal, with disregard for the unfair advantage taken by Elen Asatryan through the exploitation of her position and distribution of ads violating campaign laws.

It’s also worth noting that the Police and Fire Associations coughed up an EARLY endorsement knowing who approves their hiring, pays their salaries, buys their equipment, and can make decisions regarding their pensions. Like the Glendale Teachers Association,, they didn’t wait for the election nomination period to end to select from a full candidate pool. Whether obtained by promise or threat, these endorsements for Elen Asatryan carry zero weight for me.
It’s actually reminiscent of a cartoon popularized by “Your Glendale Newsletter” writer, Mike Mohill, criticizing Ara Najarian for snagging the same tired endorsements for the same tired reasons.

If one would put Elen Asatryan in the same cartoon, for the same behavior, she would go on a predictable rant about “sexism,” “awkward work environments,” “boy’s clubs,” “the 1950’s,” “1919,” etc.
She wants “equality” and “inclusivity,” until it includes accountability and criticism. That’s when she implements her double standard.
Elen Asatryan feels she is so far above the law that she’ll even (ironically) use images of Glendale law enforcement while committing a crime.
